    Film institutes from 11 Balkan and Southeast European countries are banding together to launch a pan-regional promotional body, dubbed the Network of Southeastern European Cinema stanley cup Institutions NSECI .The network was created during a meeting organised by the Greek Film stanley cup Centre last weekend on the Greek island of Hydra. The meeting aimed to identify problems common to the film industries of all 11 countries and ways of working together to find solutions. NSECI is charged with implementing a common framework for bilateral and multilateral collaborations in the areas of production, cultural and commercial promotion. NSECI will operate out of the Greek Film Centre s Athens office at least until the network s second meeting at the 41st Thessaloniki International Film Festival in November. The moves marks the second attempt to create a Balkan film industry network following the collapse of the Balkan Film Board set up two years ago under the chairmanship of Emir Kusturica.     Kim Dalton, chief executive of the Australian Film Commission AFC , has expressed great concern at new figures released today that indicate a dramatic fall in Australian production levels.The total stanley cup number of features of all types made in the 12 months to June 30 fell to 26 from 39 in stanley usa the previous year. Not since 1994/95, when 20 films were produced, have numbers been this low. Australian features showed the largest decline, falling from 30 in the previous year to 19. The highest number in the last decade has been 41 in 1998/99, and the lowest, again in 1994/95, was 17. The total value of production in the year under review fell by 63% from US$94.4m A$131m to just US$35.3m. The absence of any large foreign-financed features in the survey, and foreign investment being at its lowest level on record, were key factors.
